Bio

 

Educated in one of the best universities in the United States, Alvaro Villegas has gained recognition for his expertise in the area of International Taxation because of his "solid professional training, permanent advice and personalized customer service" (Chambers & Partners Latin America) . The most prestigious international directories and rankings consistently place he as top tier leader in the area of taxation in Bolivia.

In his experience in the public sector, his participation is highlighted as a member of the Drafting Commission of the current Bolivian Tax Code (Law 2492), of Law 2493 and regulations, the financial chapter of the Autonomies Law and recently the Preparation of Laws and Supreme Decrees approved in the framework of the COVID-19 measures. He also participated as an expert consultant in the area of taxation in the Consolidation Legislative Project (1925 - 2009) executed by the German cooperation and the Vice Presidency.

In the academic field, he founded and coordinated the Master Program in Tax Law at UPSA, he was a graduate professor at UCB, UPB, UAGRM universities and is currently a foreign professor in the Master Program in “International Tax Planning” and “IComparative Taxation” at Universidad Andina Simon Bolivar in Quito, Ecuador. In 2008 he founded the Bolivia Branch of the International Fiscal Association (IFA Bolivia) and was its first president. He is founding member of IBET, member of the Iberoamerican Observatory of Tax Law and Director of the IFA Latin American Research Award.  He is author of several academic articles on international taxation and he participate actively as a speaker at international events.

As a leader in the area of Tax Law and Transfer Pricing at VA, he focuses on the area of legal advice, restructuring (M&A) and litigation.
